I've heard stats like, 90% of officers never fire their gun during their career

this dude, has already shot and killed 2 people

given the above fact, it is a statistical anomaly

and whether or not you think he's justified

this officer needs to be addressed

i.e., 2 shooting incidents by the same cop = telling on yourself
