In blocks, miles or minutes

I think there's a Target within walking distance of our house. My wife disagrees. It's .8 miles away or about 10 blocks. 15 blocks or less is walking distance (although I understand not wanting to walk it every day). Basically, if it takes you longer to wait for and ride the bus or train, it's walking distance.
