the cops didn't have to order this guy out of the car. in this situation even if the law allows the cops to order him out of the car the law doesn't require it. the cops didn't have to order him out.

so why did they?

^ and the answer to that question gets at the real issues in this case. the real stuff that drove the cops' bad conduct here.
