i could be wrong but i believe changing/narrowing it makes it slightly more likely (though still unlikely) to survive a court challenge after the 1st one was struck down. and in the event that it gets struck down…it will at least be in effect for a few months until then and save a lot of people.
repubs game the legal system like that all the time with shit like passing slightly different voter suppression laws than the ones that courts struck down. good to see dems learning how to play the game to.
it generates good headlines for biden, keeps people in their homes, pleases dem voters, and elevates the profile of cori bush (who demonstrated for days to get the extension).
it also clearly puts the blame on the courts if it gets terminated (which a lot of people overlooked with this last one).
