At the same time there were plenty of quarantine protests that were astroturfed by outside orgs in MI so these militias might just as easily be financially backed by groups outside the administration proper.

DoD has been left out of a lot of political discussion as far as Trump cronyism, but it falls under executive. From looking up recent news it looks like Esper is not a groveling dog for Trump at least.
