They are allowed to have their own set of rules because they have significant power politically and economically and have been that way for generations (see Jesse Jackson - https://vimeo.com/139091477).
They buy off politicians and are incredibly unified and loyal. They also exist off a ton of federal and state funds. They know how to work the system. They are the real "welfare queens." I used to take government assistance cases (food stamps, welfare, etc.). They know the law better than the practitioners.
I remember times when I was a kid when a Hasidic man would be arrested and the entire community would protest in front of the precinct.
