my understanding is that it is defined by the officer
whatever you get pulled over for
they CAN arrest you, just to be clear
he decided to issue a citation, or a warning (I think it was a warning)
anything after that = prolonging
that is
once the officer decides to proceed with the warning
the stop should conclude
his continued interaction, and subsequent arrest
is not legal
if I'm understanding this correctly.
penalty, IDK, this was just decided in April.
i.e. he should have walked back to her car and handed her the citation
= the end
it's not a legal arrest, to then arrest her for anything other than what he initially stopped her for, after he determined how to proceed on that initial issue
