I don't think that the NBA abuses replay, I think it is just more a matter of the amount of plays and possessions and action that transpires in a game where it is necessary.
Football uses it but it doesn't have the level of plays as there are possessions in basketball.
It's like a driving record. I may have 3 speeding tickets and you may have 1. And you might say I'm a bad driver and that you are a good driver. But if I've had my license for 20 years and you've had yours for 20 days then that context makes a big difference.
I'm not going to be mad at a sport for taking measures to get the call right. I mean the NFL has plenty of replay stoppages just to conclude that there is not enough evidence to overturn everything. Basketball does a much better job of having replay that results in a determination, I would say.
