the better solution would be to give each coach 1 replay challenge to use in the final 2 minutes (or 3 minutes, 5, whatever) of regulation and each OT. A challenge costs 1 timeout. If you win the challenge you still lose the timeout, but you still have the ability to challenge again in that same time frame(that regulation period or that OT period). If you lose the challenge, you can't challenge again in that period and you still lose the timeout.
So basically you are buying a challenge with a timeout. And you can continue to challenge as long as you haven't lost one. Players on both teams are free to have their coach whisper sweet nothings in their ear, ride an exercise bike in the tunnel, or retreat to the locker room for a massage.
In consideration of having to buy a challenge, each team gets an extra 20 sec timeout in the 2nd half.
Making the players stay on the court during a timeout and regulating how their coaches can communicate with them is beyond silly.
