it's always the same thing - ppl claim their gov't doesn't prepare for ice/snow b/c 'it doesn't snow here'. but then the ppl at issue have a recent story about 'the last time it snowed' - which says to me that it DOES snow there. and in many cases it snows 'there' if not every year then every other year. IMO a city should be prepared to handle ice/snow if it occurs annually or even bi-annually. the cost of ice/snow removal prep must be less than the cost of shutting down the metro area due to ice/snow. but maybe it's not - i'm not an expert and i'm only guessing based on layperson experience/knowledge.
'ice belt cities' like Dallas, **DC**, Atlanta, et al.
