or there is a bottleneck somewhere in your ISP's network which could be all the way from your LAN to their hub/back bone network
most likely the bottleneck is in your neighbor hood at the fiber terminal that feeds that terminal. Alot of providers still arent even using a 10 gb pipe to that spot..
also could be in the handoff basically there is a network called the "edge" which is where isp' and other network's "talk" to each other.
