careful with a generalization like this. power dynamics can exist on smaller scales that can still result in actual racism. an indian man or a chinese woman who owns a store is a person of color, but if they refuse to hire black employees or they won't hand the change to a black customer, isn't that racism within a small-scale power dynamic? maybe you and i equate racism with power via different means, but i view these examples as racism, albeit a non-institutionalized, non-normalized variety.
