It's supposed to have text over the scales-and-gavel image.

For some reason, I can't get the text that goes along with it to go over the image. What's more, it shows up UNDERNEATH the white background.

I've pored over the code on this page for HOURS. Can one of you guys take a look at these few sensitive areas and see what I'm missing?
