I think it's still Bonds by one. But if I recall correctly, they were both leaked as having failed the 2003 survey testing and then Bonds got popped once more for amphetamines.
So what's the standard here? Cheating's okay, but not if you're too good at it?
Think of the children that we're training to embrace mediocrity. If you're going to cheat, wring more than 55 career WAR out of it.
