if Favre’s camp reached out because they knew there were welfare funds available then yes.. he should be charged.

I think this is a bit different because someone had access to $77 mill in welfare funds and used them for different things.

What you are suggesting is someone at the insurance company was cutting checks illegally for players. I believe players were actually filing claims or having claims filled out specifically for insurance funds
