i was watching sportscenter and he said something like "an excessive amount unauthorized, untested hotel guests"
league probably trusted them to be adults about this shit. you see some teams aint having problems w/ it and other teams cant get right. and some folks stretched the rules too much now they have to crack down just like baseball
