It doesn’t matter if it was a dream job or whatever. He still had a desire to coach on a club level, so he wasn’t going to just settle at the national level.
As far as Low, in Turkey for /Karlsruher SC , he didn’t win a single match and got sacked. He was also sacked in Germany as a club coach. If you have to use his time in Austria as a selling point, then that further highlights the point that he was an average club manager.
Again, all I’m stressing is, (figuratively speaking) if you are a highly talented manager, with quality experience with top clubs in top leagues, and you’re highly regarded, as well as highly coveted, you’re not going to be content with just coaching on a national level.
