because ter stegen was 2 inches off the line when he stopped the first attempt. that's never called and it didn't matter in this case (that was just a bad penalty shot by diego costa)
spanish VAR might be the most corrupt thing in the entire game--since the restart, at least 3 dubious calls for real madrid since the restart and now this.
