Manfred fucked this up, period...and the people who do matter (players and fans) are pissed. Also, (I honestly don't remember) did they prove those guys took 'roids? I ask because even if they didn't, those players are still being punished in other ways. Also, for guys that take them now and get caught? Those guys get LOOOOOOOOOONG suspensions.

So, obviously they've done a better job punishing users. NOW, they can take this opportunity to start doing a better job of punishing cheaters.
