People have a personal experience with something, see similar traits in someone else, and think they have enough information to leap to a diagnosis.
Parents, in particular, are prone to this.
I've seen people in various teaching and mental health professions make similar observations about others, but this a huge problem.
The devil's in the details, and often enough, there is information they do not, and cannot possibly, have to make that determination.
