At any rate the last thing I want to see is Balor fed to Brock. Sure, the storyline makes more sense for him to go after his title, but absolutely nothing good would come of a match with Brock.

He'd get destroyed. He'd get a couple spots in but he'd otherwise get destroyed.

Frankly there's nothing good to come of a Brock match for anyone but Brock.

Outside of Braun or Reigns, that is. Goldberg was given what he was given because that's how you make money with Goldberg. As it stands there's no desire to elevate anyone into a money position outside of Braun or Reigns and whoever Brock faces outside of them will get little more than the usual Suplex City prison bitch match.
