There were mostly 25 yard and some 25 meter pools where I grew up, yet the area has produced some elite swimmers. Phelps did have the luxury of growing up in suburban Baltimore where one of the most renown swims clubs (North Baltimore Aquatic Club) is located.

I'm not even sure what point you're trying to make anyway. Most areas of the world don't allow for organized football, but yet you never hear some one try to diminish or downplay the athleticism of NFL players.
