how inflated a ball is can have an impact on throwing, catching, and holding it.
thus, to ensure that everyone have the same opportunity, the ball's inflation is controlled. it should be the same (or as near to the same as possible) for everyone. if the pats were undermining that basic equality, it's cheating. as is any effort to not follow a rule designed to create a completely fair playing field.
