The rules states that he had three options. The option that he thought that is playing by was incorrect. The Drop, I argue is correct.
The rule states that he must drop the ball reasonably close to the spot where he struck the shot. -REASONABLY CLOSE has been ruled as two club lengths. -Two club lengths of the longest club in the bag. -Driver - 45 inches. Twice that is 90 inches.
Follow me - Tiger was allowed by the rules to drop within two club lengths. He said that he dropped 2 yards away. A yard is 39 inches. Twice that is 78 inches. If he dropped within 90 inches. that is a legal drop no matter if Tiger was confused or not.
The rules officials went out and put balls down by the two divots. Golf channel reported that it was about 4 feet between the two spots - 48 inches. This was still be within the two club lengths. Still a legal drop.
I don't understand (Hell I really do but for the sake of argument), why an outside caller or a misspeak by Tiger can outweigh the facts.
The facts show that he was allowed a certain distance for the drop. He dropped within that distance.
That should be the end of the story.
