I mean....it is not like he was hiding when he took the drop...he was on national TV....and everyone was watching...tournament officials reviewed it during the second round, and deemed it OK......none of them on TV, saw it wrong. Tiger even said it in his postgame interview that he dropped it 2 yards back. If he was trying to cheat, why even bring it up? For someone to call in, and you can't make a decision overnight.....you have to spend 12 hours to make a decision. You have meetings with the man all morning, when he should be getting his mind right for the 3rd round, is totally fucked up. Either DQ or penalize him. But do it quick, so he can move on. To make the call as late they did, is just some hoe shit.
