Like earth 18 or whatever. He went to to e-2 to steal Jay Garrick's (the original Flash) speed force and the Helmet dude is another Jay Garrick from earth 823,838,674,993 or whatever, but hasn't gotten the speed force yet.
I saw on reddit someone saying that there are two sets of twins. Earth 1 Hunter Solomon is just a regular ass dude.

I dunno though it could be the Wells plot all over again, which if that is the case then I'll be annoyed with the regurgitation of plots.
