It appears she is going to strike an alliance with the High Sparrow and have the religious zealots do her dirty work for her, hence the two pillars speech.
Cersei better tread lightly with the Sparrows because she has a lot of skeletons in her closet and her cousin who is a Sparrow now, knows most of them.
