I agree that LF benefitted from being Master of Coin (mostly the title, partly the funds). I don't agree with your post 126 that the throne was in debt *because* of LF.

In other words, if, say, Tyrion was Master of Coin while Robert was king, he would probably do whatever it takes to make Robert happy (with his hunting and drinking and partying), regardless of cost. Same deal with LF.
