"...And Let a Man Be a Man," by Dyke and the Blazers.

That break is at most a bar/two seconds long. So I don't know if the guys at Ultimate Beats and Breaks were the first people who found it, or someone else found it and UBB remixed and extended the break/loop by a couple of bars and put it on their record. But the drums aren't open/the bells aren't clear for THAT long. I'm pretty sure most artists that sampled it in the '80s/'90s were using the UBB version.
