He's mega talented. I love the guy. Should start with that.

But here he is, arguably (not even really arguably, tho) the biggest rap superstar in the history of the genre. And he is not the most talented MC ever.

Am I saying he doesn't deserve success? Hell no. He's a hell of a business man, and again, I can't stress enough that he's a talented mothafucker.

But if the question is "someone who achieved way more success than their talent would indicate", then Jay is up there.
