Ultimately, Garland is trying to prevent a Comey situation from happening again and simply wants his employees to get high level permission before working cases that could potentially influence elections one way or another. Seemingly this a policy that everyone should want given how easily it is (was) for the DOJ to become very political. Plus, it appears the perception of neutrality is standard procedure across the government, even if it doesn't always come out that way.

Imo, much ado about nothing and yet another way to discredit anything this admin is trying to do.
