He's got one or two in which he's part of an ensemble, and he's got one or two where he's the league that they're passably enjoyable catch-it-on-TNT movies.

But no one's out there touting Red Notice or Skyscraper or Jungle Cruise as being on par with even the lower-tier Cruise output.

Besides, The Rock clearly has no interest in being the best action movie star ever-- he's far more interested in being a brand. He's cranking out one or two mid-to-awful movies a year while hosting game shows, narrating sitcoms, selling products online, and making inspirational social media videos.

The Rock might not even make the Top 25 action movie stars list.
