Why haven't the Boogaloo Boys, Oath Keepers, Proud Boys, American Identity Movement faced RICO charges?

What does the system think will happen if one group of people continues to get away with killing members of black society? Not letting this murderer off by referring to him as radicalized. He was an adult that is fully aware of his actions.
