Biden is old AF but I haven't seen anything to suggest that he is non-functioning other than the right media saying it every chance they get.

The number one reason we know that Biden is still in charge of the government is because every single advisor, including pentagon people, did not want to withdraw from Afganistan. That was his decision and it was done. So clearly he is in charge in my book.
