If you choose to limit (Black) masculinity to Victorian sensibilities that's your choice. You don't have to tho lol
Bc as others have also said: there's actually a far longer, richer, and totally normalized history across the globe of men wearing cloths around the waist/wrappers/sarongs/kilts/togas/tunics etc - or as you call them skirts and dresses. Men wearing pants/trousers is a relatively recent phenomenon with origins in Europe and Asia.
