The State Assembly is now looking to pass a bill requiring proof of vaccination to go to restaurants, movie theaters, gyms, etc.

Before this, they'd left everything to Newsom. And since a big part of Elder's "campaign" is that he'd get rid of the statewide mask mandate on Day 1 of his term, I think it's pretty likely that this plan is in place to counteract that possible doomsday scenario. Plus, some in the state legislature think taking the decision out of Newsom's hands will help shift any "blame" and help him during the recall.
