Who the hell mistakenly processes 135K "test" ballots and how do you start tabulating SEVERAL rounds before you pick up on the issue?
This is beyond incompetent. RCV is complicated and difficult to understand as it is. This is gonna make a lot of people not want to implement it in other places (especially when Republicans start using this to de-legitimize it).
