That album went diamond largely on the strength of "Hey Ya !" and "Roses" and TLB is heralded by the majority of folks - hip-hop fans or otherwise - as the better of the two packaged albums. You're in the minority here.
And for the record, I don't blame you or anyone for not feeling TLB. That's totally understandable for the reasons you noted and many more.
But to call it "garbage" or, especially, to say he "failed" is just objectively nonsense.
