He could have still left the hospital today, gone to the White House, and recorded a video saying, "Everyone should wear a mask." That's all he would have needed to do and the press would have sold the "he's changed!!!111!!" narrative. He wouldn't even have to bother making promises that he wouldn't keep, just give the bare minimum effort.
And he fucked that up.
