His job performance and policies are the issue.
Literally anyone with ANY brain KNEW he was doing this. This is old old old news.
The news about him knowing people would die from a deadly virus and choosing to do less than nothing is the issue I'd expect people to care about. I was even a little shocked.
But maybe your right? Hammer him for doing something (not paying taxes) that 50% of the country would do if given the chance - sure, that's what's going to take him down.
