13404319, Miltary Question on Trump, Heat rays, military police, national guard (bbc link)

So I'm reading this and some questions pop up:
https://www.bbc.com/news/world-us-canada-54187961
(edited to fix the link)

"Military police allegedly asked the National Guard for the Active Denial System (ADS), which makes targets feel their skin is on fire. It happened before Lafayette Square was cleared of people protesting against the killing of black man George Floyd."

So first these heat rays exist and have been used overseas. My questions are really about chain of command here. Specifically who would have the MPs making this request? This is when Trump needed protestors cleared for a photo op so my thought is it came from him. Especially because heat ray was used instead of the technical term.

Does the military police get deployed overseas? Because if not it only furthers that thought.

As I see it neither the MPs nor the National Guard have ever even thought about heat rays. But here comes Trump all brash, "use a heat ray on em!"
