Seeding doubt. What we didn't know was that he was saying one thing in private audience and then saying the complete opposite to the public, relentlessly.
It's the reason that Burr disappeared from public eye (in addition to the stock trading, actually in align with the stock trading) because he was downplaying the severity in public, while advising private people to bunker down.
