I mean it could be that public health officials were concerned of a shortage of sufficient PPE for front line health care workers who needed it most and coudn't trust the same toilet paper hoarding public not to to the same with masks, and then once they knew they had enough masks, encouraged the public to wear them to help slow the spread

but that's just crazy
