It's all part of the network we refer to as the system of white supremacy. If white people collectively decide that enough is enough, white people alone would stop it from happening. The cops need people who defend them in order to operate as they do. Not just institutional funding/defense etc but social. It has to be normalized. The people who defend them are playing their role. All players on the team may not score (or kill), but they all participate in the "win."
