If I was in his I would probably be annoyed but more in a "fuck my life" type of way. I most likely wouldn't say anything to her because I'm generally in such a shitty mood when flying anyway that the added annoyance of a seat reclining into my face wouldn't move the needle much.

I do feel like I get irrationally angry when I see people recline before takeoff though. It's weird.
