It would be dumb enough on his part IF he just made up an attack and reported it to the Police thinking they weren't going to look into it or after they determined it was fake they were just going to laugh it off

But then IF he turned around and decided he wasn't going to pay the fine and thought that would be the end of it that's an even worse move

(Not that it would guarantee they'd stop fucking with him if he paid up, but it's probably less likely )
