I'd have to think (read: hope to god) that in most cases, though, they don't actually roll out the product and USE IT/TEST IT ON PATIENTS before it's at least THOUGHT to be ready by a large group of different doctors/scientists/engineers/medical professionals etc.

The problem isn't funding an idea before actually creating it. You need money to research any big idea, medical or otherwise.

The problem is promising patients that you're giving them X when really you're giving them ... nothing.
