So there's a list of people who requested that intelligence reports reveal who a target spoke to. Instead of the report saying "Vlad Russiaman spoke with Unnamed American #1 about...", the unmasked report will say "Vlad Russiaman spoke with Robert American"

The requester doesn't know who the unnamed person is beforehand. So my question is why did Flynn's name show up so much?

Is the #obamagate that they did unmasking (a common process that goes through approval channels)?

Is it a leaking to the press allegation?

Is there nothing specific that is being alleged?
