This approach doesn't acknowledge the affect of structural and institutional racism has on ALL black people in this country.

Here is the thing, If you had two candidates for a scholarship and the only difference is one was a newly arrived immigrant and the other was the DAOS, I would take that into consideration, but it wouldn't be my only consideration.
