..to be implemented. Not sure I agree with your problem with term limits, as what you've described above is already the facts on the ground.

I'd say 16-20 years for the House, and 24 years for the Senate. Towards the problem you mentioned, I'd also try to add a lobbying ban afterwards, preferably 5 years.
